Summary of HKJA proposals:
The Hong Kong government should:
a) Stipulate clearly that the Bill of Rights has supremacy over other Hong Kong laws.
b) Drop the freeze period.
c)
Establish an independent human rights commission.
d) Strengthen human rights protection above and beyond provisions in the Bill of Rights.
e) Reject calls from organisations to be granted exemptions from provisions in the Bill.
£) Ensure that all laws comply fully with the Bill.
The British government should:
a) Amend the Letters Patent to entrench the Bill of Rights, not just the ICCPR.
b)
Persuade China to amend the Basic Law to likewise the Bill.
