No right to recognition as person before law (though
query whether this adds anything to equal protection before law): Article 13 BR.
No specific protection against interference with privacy, family or unlawful attacks on honour and reputation: Article 14 BR.
No provision regarding rights of parents to ensure religious and moral education of their children: Article 15 BR.
No prohibition of advocacy of national, racial or religious hatred: Article 17 BR.
No specific protection of rights of children: Article 21 BR.
No specific provision against discrimination or in favour of equality between men and women: Articles 1 and 23 BR.
No provision for rights of minorities: Article 24 BR.
A number of provisions of the specific Articles in Chapter III of the Basic Law which deal with principles, do not go into details as regards secondary elements implicit in those principles in a way that is expressly spelt out in the Hong Kong Bill of Rights. These comprise the

Restrictions on the death penalty: Article 2 BR.
Procedural restrictions following arrest, including the right to seek habeas corpus: Article 5 BR.
Provisions relating to persons deprived of their liberty: Article 6 BR.
No expulsion without legal process: Article 9 BR.
Certain elements relating to liberty of movement: Article 8 BR.
The incidents of criminal and civil trials: Articles 10 and 11 BR.
In addition there is a possibility of doubt as to whether Article 32 of the Basic Law which protects freedom of
