Hong Kong Bill of Rights
The Solicitor General has asked me to write
to you as a result of his discussion with you over the telephone on 22 May.
I attach a copy of the "brief" which we have prepared on the issue of third party rights arising under the draft Bill of Rights. We will let you know if we need to use someone in London to help us with this matter. We would in any event prefer not to make use of Johannes Chan.
