The
The Legal Advisers have made a careful study of the Hong Kong draft and come up with a variety of points which deserve to be drawn to the attention of Hong Kong. We have already submitted the telegrams with a number of issues which do not raise fundamental points of policy. This submission deals with the more important issues. I am grateful to Mr Paul for having gone through the issues with such care in order to focus upon points on which the Minister should concentrate.

I see much sense in these instructions. Hong Kong need our advice and it would be helpful to them to have these comments. There will be time to look further at some of the issues involved in the light of Hong Kong's reactions and any further points which have been raised during the consultations period in Hong Kong.
