1. You will by now have seen FCO telno 1043 giving our comments on the points raised by OMELCO'S ad hoc group together with some additional points of substance.
2. I attach a minute from Paul Fifoot to me dated 22 May, on which the FCO telegram was largely based. It gives in places a more detailed argumentation for our comments which you may find
useful.
3. I also attach a minute from Jill Barrett to me of 30 May about an ambiguity in the Bill as drafted about the definition of "person". This is clearly an important point. It seems to me that Ms Barrett's assumptions about the draftman's intentions are correct and that the ambiguity is inadvertent. But if not corrected, it could extend the scope of the Bill way beyond that of the Covenant. It is equally important that the anomalies in the Chinese translation for "person" should be addressed.
