Thank you for your note of 27 November 1989.
In response to being asked, through Peter Allan to assist
you, we have had a useful discussion and I have now
commented on the first part of your note in the attached piece.
To some extent in
in my final comments I have
also commented on the second part.
At present, I do not have time to explore
the important examples which you have thought up. Further, I feel those questions should be assigned to
civil advisory to comment upon in
in addition to or in
place of myself. If my comments thus far are useful whoever is assigned So much the better. Also, I will be happy to consider the conclusions of whoever is assigned if that is useful. Clearly the importance
of the questions is such that multiple effort and input is required if we are to get the best possible result.
