(3) In interpreting and applying this Ordinance, the rules of interpretation applicable to other Ordinances may be disregarded and regard shall be had to --- (a) the fact that the purpose of this Ordinance is to implement further the International Covenant on Civil and Political Rights as applied to Hong Kong; and
(b) the international.origin of that Covenant and the need for uniformity in interpretation of rights recognized in that Covenant and similar rights recognized in other international agreements.
(4) Nothing in this Ordinance shall be interpreted as implying for any authority, group or person any right to engage in any activity or perform any act aimed at the destruction of any of the rights and freedoms recognized in the Bill of Rights or at their limitation to a greater extent than is provided for in the Bill. [cf. ICCPR Art. 5.1]
(5) There shall be no restriction upon or derogation from any of the fundamental human rights recognized or existing in Hong Kong pursuant to Jaw, conventions, regulations or custom on the pretext that the Bill of Rights does not recognize such rights or that it recognizes them to a lesser extent, [cf. ICCPR Art. 5.21
(6) A heading to any article does not have any legislative effect and does not in any way vary, limit or extend the meaning of the article.
3.
Ordinance to override existing law
(1) Every enactment prior to the commencement of this Ordinance that admits of a construction consistent with this Ordinance shall be given such a
construction.
(2) Every enactment prior to the commencement of this Ordinance that does not admit of a construction consistent with this Ordinance is, to the extent of the inconsistency, repealed.
(3) Any law, other than an enactment, in force immediately before the commencement of this Ordinance that is inconsistent with this Ordinance is, to the extent of the inconsistency, abrogated.
(4) No enactment prior to the commencement of this Ordinance is repealed to any extent by this Ordinance otherwise than by this section,
(5) In this section-
"enactment" (J&XIII) means an enactment that can be amended by an
Ordinance;
"law" (19,1N) means a law that can be amended by an Ordinance.
4. Interpretation of subsequent enactments
(1) Every enactment subsequent to the commencement of this Ordinance ⚫shall,

(5) 對於香港境內依據法律、慣例、條例或習慣而被承認或存在的任何基本人概 不得借口人推宜森来手水能或能在較小範圍上,以承認而加以限制或刻減。(比照 《公民艦村翔政洽備利國際公約》第五·二)
(6)大佛宣言中每一陣的標題並無立法效力,亦不在任何方面更改、限制或擴展 該赖的滿。
3. 本條例凌駕於現行法律之上
(1) 我際附效日期前的成文法則,凡可作出與本條例没有抵觸的解釋的,須作 MULATE -
(2) 本陈例生效日期前的成文法則,凡不可作出與本條例没有抵觸的解釋的,該 成文法則中與本條例抵觸的部分現予廢除。
(3)在跟淡水絲例生效日期前有效的法律成文法則除外!,凡與木條例抵觸的, 战法律中與本條例抵觸的部分晛子廢止。
(4) 除憑藉本條所廢除的外,本條例並不在任何程度上廢除本條例生效日期前的 任何成文法地

4. 日後的成文法則的釋義
