Nature of Inconsistency
Various conditions of service, e.g. public officers' at unconditional disposal of the Government at all times (article 7).
Branch Remarks
Secretary for Civil Service considers that their infringement with the Covenant notwithstanding, the regulations in question are central to the management of the entire civil service.
Trade Unions Ordinance
Current prohibition for federation of trade unions not engaging in similar trades. The application of the Covenant in this respect is reserved (article 8(b)).
Secretary for Education and Manpower is prepared to consider changing the Ordinance as trade unions do circumvent the restriction by
registering de facto federations under the
Societies Ordinance.
