Education Regulations
Some of these regulations infringe human rights as set out in the Covenant, e.g. publishing material of a political nature without prior permission; prohibition from attendance at public meetings and from signing or procuring signatures to any public petition regarding any action of the Government
(article 19).
Arguable that certain provisions of the Education Regulations prohibit political education (article 18).
Secretary for the Civil Service considers that notwithstanding the
breach of the Covenants, these regulations are central to the management of the entire civil service.
The infringement is debatable but a review by the Education Department is underway to examine the relevance of such provisions in present circumstances.
