A fair balance between the right of freedom of association and the need to safeguard public order may not have been struck. May restrict the freedom of association (article 22). Such restriction may not be consistent with the restriction recognised in the Covenant (article 2(2)).
Doubtful whether there is any specific breach but the Ordinance will be carefully examined.

Police power to stop public entertainment "for any reason whatever" would be inconsistent with article 19(3) which requires that the restrictions shall be such as are provided by law and are necessary.
Unequal treatment against ex-convicts relating to powers of search and evidential proof in respect of ex-convict handling stolen goods (article 26).
To be looked into further. Not a major problem: amendments, if needed, will be minor.
