DEMOCRATISATION

Clear that Hong Kong opinion wants faster pace of democratisation
in 1991 and steady development up to 1997 and beyond.
On 1991, important thing is to take right decision, not early
one. After all, we are talking about elections in autumn 1991.
Our decision will take full account of Hong Kong views. My Right
Hon friend the Secretary of State for Foreign and Commonwealth
Affairs will have opportunity to hear these at first hand during
visit to Hong Kong.

We are of course following Basic Law drafting process very
closely. But decision on 1991 and on timing of announcement will be
taken on its own merits.
