but does not carry a legal status. It is intended only as a political warning. In reconsidering the issue at ExCo's request, Hong Kong may be thinking along the lines of (b) above. Certainly, this would seem to be at less risk of contravening the Basic Law

than (a) above. (BL Article 74 reads "unless otherwise provided for

in this Law, the passage of any Bill or motion in the Legislative

Council of the HKSAR shall require the votes of more than one half of its members present").
