Our only comment is that sub paragraph (ii) could perhaps be misread as meaning that the single point of contact is to take effect immediately. In order to avoid the confusion that interpretation would cause I suggest that "In future" at the start of the second sentence should be replaced by "The system will be reorganised so that". We also wondered if you were planning to write to some or all of the organisations which commented on the consultation paper when the announcement is made.
A final point which needs to be settled is the timing and form of the announcement of the abolition of the Dependent Territories Work Permit Quota for Hong Kong. I think we have agreed between ourselves that this should coincide with the announcement of the outcome of the review, if only because we now need to go public quickly, but this will of course have to be put to Ministers although they have clearly agreed the policy. Also we should be grateful for sight of the text of the announcement. Do you propose to handle this at official level in which case we will need to include the announcement when we put the other papers to Ministers
or to write at Ministerial level?
