WORK PERMIT REVIEW

Since my return from leave I have been fiddling further with the draft report on our discussions about the Work Permit Review. Bob Morris has also looked at this and the outcome is the attached revised draft. The changes are mainly presentational and I hope will not cause difficulty but I should be grateful for any comments.

One substantive point is that as you will see we hoped that the report might go to Ministers as a joint paper. Could you agree to that? We have made some changes with that in mind; these mainly involve removing the handling points although subject further thought you may have had we would still propose to invite the Home Secretary to write to the Employment Secretary and other colleagues about our discussions. Accordingly we would submit the paper to our Ministers under a separate note which both summarises the outcome and gives them a Home Office perspective. We are now at the stage where we have only to write that note and we are thus ready to put this forward whenever that suits you. Perhaps you would let me know what you have in mind on timing.

There are two other matters which I think can and should be put to Ministers at the same time:

a)

the outline agreement we have reached on the single point of contact. Although we have been handling this separately from the main part of the review it is to be announced at the same time and needs to be put before Ministers. So far as we are concerned this need not be submitted in any great detail and we have prepared the attached draft note which we hope will suffice. Again I should be grateful for any comments;
