Problem

1.

The Secretary of State for Employment has written proposing that Ministers' earlier decision to discontinue

the special annual quota in respect of Hong Kong, while

retaining a quota of 50 places for the other Dependent

Territories, should be confirmed. He encloses a draft

inspired PQ for approval.

Recommendation

2.

I recommend that we should confirm our agreement to

this, but suggest some amendments to the draft answer to the

PQ. I submit a draft letter from Secretary of State. The

Governor of Hong Kong has been consulted. WIAD and SAAD

agree.

Background

3.

The Dependent Territories Work Permit Quota allows

annually up to 200 workers who do not meet the normal work

permit criteria to be issued with work permits. Up to 150

permits are allowed to any one Dependent Territory. In

practice Hong Kong applicants have taken up this maximum
