DEPENDENT TERRITORIES WORK PERMIT QUOTA

Problem

1. The Home Office's proposed answer to an inspired PQ

announcing the abolition of this quota for Hong Kong is

unsatisfactory. What is to be done?

Recommendation

2.

I recommend that we should tell the Department of

Employment that the Home Office draft is unsatisfactory and suggest that the announcement be deferred to enable

Departments to reconcile their differences. I submit a

draft letter from the Secretary of State. Department of

Employment officials agree.

Background

3. The background to the quota is contained in my

submission of 4 December. The problem is that the Home

Office wish to use the British Nationality (Hong Kong) Act to

justify the abolition of the quota for Hong Kong. The

Secretary of State wrote on 6 December explaining why this

would be a mistake and suggesting a revised draft answer to

the inspired PQ.
