Annual Report to Parliament on Hong Kong 1989
The Secretary of State has seen your submission of 23 March and has approved the Annual Report with a number of small manuscript amendments.
The Secretary of State has also approved the idea of a covering letter from himself, and I enclose a revised text which he has agreed. I should be grateful for advice on to whom this letter should be sent. I assume that we do not send copies of the Annual Report to all MPs.
