I agree with Mr Paul's conclusion that a pithier and briefer Annual Report is what is needed. However it will be important to give adequate cross references to Hong Kong Government statements and publications so that those few MPs and others who are Hong Kong specialists and who might miss the information contained in previous Annual Reports know where to look.
