The FAC's Report on Hong Kong was published on 30 June. It has now been agreed that we will provide an interim reply by Command Paper on Friday, 1 December.
Provided the FCO response covers no more than 12 print pages (the final printed version) HMSO have agreed

exceptionally to reduce their normal time table by 1 week. The following timing is therefore proposed:

Final draft, approved by PUS and Ministers, to reach PRU. PRU send to NTD for printing

Final Proofs checked by Hong Kong Dept. and returned the same day to NTD and HMSO.
