Sylvia Bailey's minute of 8 November warned you of the FAC's wish to take evidence on 6 December in connection with the Winter Supplementary Estimate on Vietnamese Boat People and Aid to Eastern Europe. We have ageed with the Clerk to the FAC that we will provide a Memorandum in advance of the Session.

2. The FAC have received a proof copy of our Winter Supplementary Estimate which will be published within the next few days (I attach a copy). The Supplementary Estimate is the means by which Parliament formally authorises our spending public money on these new services. What we are required to do is to provide an account of what these new services are, and how we propose to spend the sums voted. The Memorandum will provide the basis for discussion at the session on 6 December.

I should be grateful if you would now produce draft paragraphs for the Memorandum. They will need to be cleared with Your AUS and if necessary Ministers. EED will, of course, need

to clear their draft with the ODA on whose Vote the bulk of the aid to Eastern Europe falls.

4.

The PRU have asked for the Memorandum to be with them in final form by 27 November. I have to clear the draft with Treasury before I submit it, and since the Treasury object to being rushed, I must ask you to let me have your cleared drafts by close of play on 15 November.
