5. My own preference would be (a) to produce the second response to the FAC report in that form, preferably in June or July if Mr Howell can be persuaded to wait that long; and (b) to proceed as quickly as possible with work on "autonomy" papers but not to plan on publishing their conclusions in a White Paper.
