HONG KONG: REPLY TO FOREIGN AFFAIRS COMMITTEE REPORT

1. The Foreign Affairs Committee have asked for a full reply to their Report in the form of a Command Paper as soon as possible
(Mr Paul's submission of 5 April). We asked the Committee Clerk to
clarify whether this means that the Committee want a comprehensive
response addressing all the recommendations in the Report, including
those already covered in our first reply, or one covering only the
outstanding points. The Committee Clerk has confirmed that the
reply need only deal with the outstanding points unless there have
been any new developments on the other issues.
2.
I submit an outline reply, which incorporates Mr McLaren's
comments. Subject to Mr Maude's views, we will work this up into a
full reply as quickly as possible.
B 3. A copy of the Committee's Report is attached, together with our
first reply.
