Further to my minute of today's date to Mr Paul, I attach for printing the final text of the FCO Command Paper approved by Ministers.

As agreed, NTD will arrange for the final proofs to be delivered to Miss Marsden, HKD, on Tuesday 15 May. Miss Marsden will arrange for them to be proof-read and returned (by hand or by special messenger) to reach you no later than 5.00 pm the same day.
