FAC: INQUIRY INTO HONG KONG

1. As you know, Mr Maude has agreed to give oral evidence to the FAC at 4.15 pm on Wednesday 11 July.

2. The purpose of this session will be to discuss the two Government Replies to the Committee's Report on Hong Kong, including any recent developments. The Clerk tells me that he thinks the Committee may show particular interest in the Bill of Rights, Vietnamese Boat People, legal determination of matters in Hong Kong, the non-Chinese ethnic minority and nationality issue, Ministerial contacts with the Chinese Government, and the whole question of the speed of democracy. The Clerk hopes to provide you with advance notice of the proposed line of questioning not later than Friday 6 July.

3. You will wish to discuss with PS/Mr Maude the precise format required for the briefing and to consider which officials the Minister will wish to accompany him at this session. Mr Maude has indicated that he would like a briefing meeting with officials from 12 noon on Wednesday 11 July, and he will need to go through the briefing material the previous weekend. I would be grateful therefore if you would arrange for briefing to reach PS/Mr Maude for inclusion in the weekend box no later than 4.00 pm on Friday 6 July.
