11 JULY
FOREIGN AFFAIRS COMMITTEE EVIDENCE:
1.
Mr Robert Wilson has given me a further readout of the detailed questions the Committee are likely to ask Mr Maude on 11 July.
2.
The breakdown of questions is as follows:
(a) Mr Maude's visit to China
Purpose;
Why end policy of no Ministerial contact with China)?;
- How have contacts with China been maintained since the events of last June (eg through the Embassy, the Governor of Hong Kong, UKREP JLG)?
(b) Democratisation in Hong Kong. Main thrust of Committee's questions will be the extent to which HMG should follow the view of the Chinese, as opposed to acting in accordance with the wishes of Hong Kong people. The Committee will be grateful for a note on the pace of constitutional development between 1991 and the year 2000, illustrating the breakdown of directly elected, indirectly elected and otherwise elected members.
Mr Wilson will need this by lunchtime on Friday 6 July. His fax number is 219 6864.
- Is HMG now resigned to a slow pace of democratisation. HMG hope that the Chinese
Government will agree to accelerate the pace of consitutional development in 1995. How and when will we achieve this?
The Committee recommended (but we rejected) the idea of a Green Paper to ascertain the views of Hong Kong people. How therefore have we taken account of the views of Hong Kong people?
