Objectives
Non Chinese ethnic minorities

To resist pressure to make special provision for non
Chinese ethnic minorities or Eurasians within the
Nationality Bill.
International Support
- To draw attention to the specific measures which other
countries have already taken and to the public commitments
which have been given at international meetings.
- To deflect criticism that we have in any way exaggerated
the extent of international support achieved so far.
- To make clear that international support for Hong Kong
goes wider than assurances for Hong Kong people and also
includes support for business confidence/continued
investment in the territory and support for bolstering Hong Kong's autonomy and international standing.
Chinese attitude to passports/civil service
To explain that Chinese criticisms of Nationality Bill are
unfounded and that we hope they will in time come to recognise it as helpful contribution to maintaining Hong
Kong's stability and prosperity.
- To clarify position of civil servants under the
nationality scheme.
