To welcome the fact that amendments emanating from the SAR
must have local approval because of the requirement for
LegCo (not ExCo) consent.

- To point out that we argue for the inclusion of an
explicit reference to the Joint Declaration and to explain
why the Chinese considered that no such reference was
necessary.
