Changes to the system proposed in 2007: the arrangements for the election of the Chief Executive will be submitted to the NPC for approval (ie not automatic) whereas arrangements for the election of the legislature will be submitted "for the record". Why the difference and
what does HMG think about the difference?
· Relations between ExCo and LegCo: checks and balances/
accountability. Are the arrangements provided under
Articles 50 and 52 adequate?
How to integrate the Executive and the legislature, by overlapping members? Or should membership be totally separate? How do we achieve a better relationship between
EXCO and LegCo?
