Hong Kong telno: 1610 of 17 May (copy attached) sought our views on the terms of a proposed entrustment - para 3 (i) and (ii) of TUR refers. Whilst para 4 of the same telegram referred to Hong Kong's suggestion that at this stage the entrustment be confined to drug trafficking cooperation only, as a reference to extradition and wider reciprocal judicial assistance would be premature.
2. I understand that there is no need for prior reference to the Chinese on entrustments, and would be grateful for your views on Hong Kong's proposed terms.

Incidentally, ERD's reply to Hong Kong telno 1610 (FCO No, 1042) said that HKD were alreay consulting legal advisers although there is no indication from our papers that we have actually done so.
