To date, your section has been handling agreements on drug trafficking between Hong Kong and third countries, on the basis that the agreements were time limited and not intended to last beyond 1997. These agreements will, however, be subsumed before 1997 by the wider Hong Kong Mutual Legal Assistance Agreements with third countries on which Future Section leads. We agreed, therefore, that my section should take over the drugs agreements also. I shall open a new file entitled "Hong Kong: Drug Trafficking Agreements with Third Countries".
3. Registry should note that I should receive top copies of telegrams entitled "Designation under the Drug Trafficking (Recovery of Proceeds) Ordinance 1989" whenever a third country is mentioned. Your section will continue to deal with general drugs matters (eg. the Hong Kong eight and similar cases) and Designation under the Drug Trafficking (Recovery of Proceeds) Ordinance 1989 when only the UK and Hong Kong involved.

Judging from the file, on agreements with third countries we owe Hong Kong a reply on entrustments (Hong Kong telno 1610) and comment (if any) on Hong Kong's long and short form draft agreements resulting from their first round of talks with the US
On the former, I attach a draft (Hong Kong telno 2038). telegram: I find it odd that Hong Kong have not chased us and would be grateful for your and ERD's confirmation that a reply has not already issued. On the latter, I should be grateful for ERD's advice.
5. It would clearly be helpful if telegrams in future could deal separately with the UK and the third countries aspects.
