We spoke on the telephone yesterday. As I explained, a second round of US/Hong Kong talks about a drug trafficking agreement is currently being held in Hong Kong (4 6 September). The
US Consulate-General in Hong Kong have informed us that, before the US can sign the agreement, we must transmit to the US Government a copy of the entrustment authorising Hong Kong to enter into the agreement.
I now enclose a copy of the relevant entrustment from the Secretary of State for Foreign and Commonwealth Affairs to the Governor of Hong Kong dated 1 August 1990. I should be grateful
if you would forward this to the US State Department.
