Thank you for sending me a copy of your letter of 23 March to Robin McLaren about Brunei's judicial arrangements.

2. I have lost no opportunity to nudge Pengiran Bahrin, the Minister of Law and Attorney General, and I was relieved to find that my promptings seemed to be having some effect when I read his speech at the Opening of the Legal Year. My understanding of the situation is set out in my letter of 7 February to David Colvin, of which I sent a copy to the Chief Justice of Hong Kong. Sir D Roberts subsequently told me that the proposed Intermediate Courts should be in operation during the course of 1991. This timing has now been confirmed by the Minister to Sir T L. There should therefore be no necessity for the Bruneians to call on Hong Kong on a regular basis for sessions of the High Court after that. In normal circumstances, Sir Denys thought he would be able to deal with the High Court lists during his two visits a year. Should the lists be beyond his capacity, he would cope with the assistance of a panel of retired Hong Kong judges.
