e Argentine note does not refer to either the Channel Islands e Isle of Man. We agreed that we would want to include both es, which were covered by the 1967 Agreement, especially if we h to stick to our policy of closely following the 1967 Agreement.
We discussed the reference in Paragraph 3 of the Argentine text to the proposed exemption from the Agreement of British Nationals born in Argentina. We wondered how we had been prepared to accept this exemption in the 1967 Agreement; perhaps it had been a means advocated by the Argentines, of persuading the British Community in Argentina to take out British passports. We will ask the Embassy in Buenos Aires to find out from the Argentines what this reference means and also to ask questions of longstanding members of the British Community to see if they can shed any light on this. should not allow Argentines to discriminate solely against the British in this way: this exemption should apply to other Western partners, eg France (Italy and Spain who have special dual nationality arrangements with the Argentines.)
E) The question of whether the Agreement would be signed on
We
9 April was addressed. If so, we would need to send instructions to Buenos Aires, ideally by the middle of next week and after they have been cleared with Mr Sainsbury. The Passport Office were asked to send FID the nationality annex by Tuesday 27 March at the latest.

The Home Office were asked whether it would be possible for the Agreement to come into force when the Argentines wished ie 30 days from 9 April. The Home Office said that the Agreement would have to be laid before Parliament as it was an amendment to the Immigration Rules. Unfortunately amendments were already being laid before Parliament at this moment. It might therefore be desirable to delay further amendments until June. However, although this might be a presentational problem, it was felt that we should still try to push the Agreement through. If there was to be a further amendment to the Rules in May then so be it. It could be presented as a
development that could not have been foreseen.
