Of the 48 VAAS, it seems that only the UK/Spain

and UK/Portugal VAAS have been extended to Hong Kong (HKD

FCO research summary at Annex C). However, it should be

noted that Spain had required visit visas for Hong Kong passport holders for over a decade in defiance of the

VAA. The visa requirement was subsequently abolished in

1986 as a result of local efforts. As for Portugal, the

VAA has been disregarded when it comes to Hong Kong and Hong Kong passport holders are required to have visas to

visit Portugal.

In practice, of the 48 "VAA countries", 22 in

addition to Spain allow HKBDTCS visa-free entry : Austria,

Belgium, Brazil, Chile, Colombia, Costa Rica, Dominican

Republic, Ecuador, El Salvador, Greece, Iceland, Israel,

Italy, Republic of Korea, Luxemburg, Morocco, Netherlands,

Qatar,

San Marino, Sweden, Switzerland and Turkey.

(B) Other arrangements

The HKG exchanged a note with the Thai Government

in 1975, whereby holders of passports issued by either government can visit the other country/territory without visas for up to 15 days.

Visa-free access for HKBDTCs to the other

countries listed at Annex A is covered by informal

administrative arrangements with the individual countries.
