Further to my letter of 27 June 1989, we have given this subject further thought. With the information you sent us and our research, we have put together a discussion paper (attached) which proposes three options regarding visa-free access for BN (0)s after 1997

(a)

To arrange for non-reciprocal visa-free access for BN (0)s after, 1997;

(b) To conclude temporary VAAS valid up to

30 June 1997 covering BN (O)s and ask the Chinese authorities to take up the problem when they/HKSAR Government negotiate VAAS for HKSAR passport holders; or

(c)

To arrange VAAS for holders of

Hong Kong travel documents with the Right of Abode in Hong Kong.

Although we have not come to any conclusion in the discussion paper, we feel that Option C is probably the best way forward.
