My earlier minute of 28 August 1990 (copy attached for ease of reference) asked interested recipients to pass their comments to Mr Thompson of this Department. Apart from Hong Kong Department there has been a resounding silence. Hong Kong Department are in fact waiting for views before considering an approach to the Hong Kong Government in order to establish their current thinking. I be most grateful therefore if you could let me have you comments soonest. (I attach copies of earlier minuting which will give an idea of thinking late last year and early this year).
