and passports granted under the nationality package. Persons

concerned might be asked to declare how they obtained their

passports or whether they had resided in Britain.

13.” Ji Pengfei said (in Peking on 10 April, according to the

Hong Kong Wen Wei Po) that Britain had produced the "Right of Abode

in Britain Scheme" and "Bill of Rights" without consultation with

the Chinese, and so they would not recognise these things. The "Right of Abode in Britain Scheme" would lead to "British people 'governing Hong Kong". The beneficiaries would stay in Hong Kong if

the situation there was favourable to them and would leave if it was

unfavourable; this would be no good for Hong Kong. J1 added that Hong Kong people were now being lured into taking full British citizenship and that this went against the JD.

14. A member of the Hong Kong delegation who had met Ji Pengfei

said (according to the Daily Telegraph of 17 April) that the

nationality package had shocked the Chinese leaders: "they never

expected full British nationality to be given to local people. When

they said earlier that it was Britain's own business in granting

British passports they were only talking about freedom to travel."
