Thank you for your minute of 14 June:

I assume you are questioning the quotation in parenthesis. This is the substance of Article 4 of the Nationality Law. of course there are exceptions. Article 9 provides that "any Chinese national who has settled abroad and who has been nationalised there or acquired foreign nationality of his own free will will automatically lose Chinese nationality". But your original submission was dealing with the nationality package and that kind of exception is irrelevant to the package. I therefore ignored it in my minute to you.

I doubt whether one can necessarily describe this as inconsistent. Article 9, which I have quoted above, gives legal effect to what is a de facto renunciation in certain well defined cases which will not necessarily fit people who benefit from our nationality package. They are therefore thrown back on the other renunciation provisions for people who are not settled abroad, etc.
