Will it be so in the future?

Holders of HR permanent identity cards do not have to produce their travel doucments when they go through the immigration control; this is a simplified administrative procedure adopted by the Hong Kong Immigration Department. freedom of entry and exit as guaranteed by the Joint Declaration and the Baisc Law is for all HKSAR residents, be they residents of Chinese and foreign nationalities, permanent residents 16 well as non-permanent residents including some of those who do not have a Hong Kong identity card. All residents would have a valid travel document according to the law and are free to enter or leave Hong Kong. The Joint Declaration and the the "holders of permanent identity cards of the HKSAR may have this fact stated in their travel documents as evidence that the holders have the right of abode in the HKSAR".
