in very rare instances persons whose past or proposed activities are so demonstrably undesirable that the grant or continuation of passport facilities would be contrary to the public interest;

d) United Kingdom nationals repatriated from abroad at public expense until they have repaid their debt.
All cases are, however, decided on their individual merits.
There is not an appeal procedure as such. However, the exercise of the discretion of the Secretary of State in this area may be reviewed by the Courts.
4. The Secretary of State will not ordinarily withdraw a passport unless the holder falls within one of the
categories outlined in paragraph 3 above.
