Dear Mr Chuntai

Thank you for your letter of 8 August about the regulations for the issue of United Kingdom passports.

Our requirements are set out in the Notes accompanying passport application forms. I enclose copies of the current passport forms along with a copy of a leaflet describing United Kingdom practice governing the issue of passports. As regards your specific questions, I will answer them in the order in which they are posed.

1.

There is

legislation giving British citizens a

statutory right to a passport.

2. The regulations governing the grant of United Kingdom passports are administrative ones approved by the Secretary of State who has the power to issue passports in the name of the Sovereign.

3.

Refusal of a passport application would be considered on the following grounds;

a) minors whose journey is known to be contrary to a Court Order; or to the wishes of a parent or other person or authority awarded custody or care and control; or to legislation régulating the employment of young persons abroad and the removal of children from the United Kingdom for adoption overseas;

b) persons for whose arrest or warrant has been issued in the United Kingdom or persons who are wanted by the United Kingdom police on suspicion of a serious crime;

in very rare instances persons whose past

past or proposed activities are so demonstrably undesirable that the grant or continuation of passport facilities would be contrary to the public interest;
