Kong's future is not passports but a Bill of Rights, a clear right of final judicial interpretation in Hong Kong and clear accountability of the Chief Executive to the Legislative Council and procedures for his removal. We are of course going ahead with the introduction of the Bill of Rights in Hong Kong.
The final version of the Basic Law has gone a considerable way in conferring judicial power of interpretation of the Basic Law on SAR courts (they are required to refer to the Standing Committee of the NPC for an interpretation only on matters
within the CPG's confidence or on relationship between the centre and the SAR and only if in their view such an interpretation would affect the courts final judgement. The Basic Law also provides clearly that the Chief Executive should be accountable to the CPG and the Hong Kong SAR, that the Government of the SAR should be accountable to the legislature and that the legislature can impeach the Chief Executive.
