The Secretary of State thinks that now we have reached an understanding with the Chinese over constitutional development in Hong Kong, to Chinese evident satisfaction, we should try to get something more from the Chinese on:
(a) Nationality, ie no more carping and helpful
elucidations on:
(i) (ii)
consular protection;
job reservations (see Mr Budgen's supplementary question on 16 February); (iii) LegCo reservations (see
Mr Tebbitt's supplementary question on 16 February);
(b) Boat people transiting China. (The Secretary of State was struck by the ITN lead story on
16 February which named the Chinese ports through which the boat people came).
The Secretary of State would like these points to be pursued. He wonders whether this might be done at least partly through the "back door".
