Speaking Note on UK Nationality Package
On 20 December I gave to your predecessor,
Mr. Guo Fengmin a summary of the Secretary of State's
statement to Parliament. This statement explained that in
order to step the emigration from Hong Kong of key
personnel, Her Majesty's Government had concluded that it
was necessary to introduce a scheme which would give these
persons the confidence to remain in Hong Kong.

So,
I
I would like today to inform you of the contents
of the British nationality scheme. Before I do
should like to make clear that Her Majesty's Government
has taken very careful note of the views which have been
expressed by the Chinese side since the Secretary of
State's announcement. We remain very firmly of the view,
however, that implementation of a scheme along the lines
which I will shortly describe is essential if the British
Government is to comply with the obligations under the
Joint Declaration to maintain the economic prosperity and
social stability of Hong Kong.

Before going into the details of the scheme, I
think it would be useful if I describe the extent of the
emigration problem which Hong Kong is now facing and the
pressure which the British Government has been under
introduce this scheme.
