Hong Kong lawyer should certainly be present but we also need a political officer to defend policy on human rights in
Hong Kong. I think that the Political Adviser would be best
placed to do this, or, failing that, the Deputy Political
Adviser. The alternative would be to field someone from
London. But this would be a much less satisfactory
solution.
