1. I attach a copy of Hong Kong telno 1403 together with copies of our correspondence with Mr Gee of the CWGC this
year.
2. Hong Kong have sought our advice (paragraph 7 of telno 1403) regarding a War Graves Agreement. This is clearly an issue concerning the legal relationship between the UK and Hong Kong which we need to address now. We are inclined to favour Hong Kong's option B in order to minimise the risk of a conflict of interests between HMG and HKG.
