Thank you for your letter of 10 May, which has taken us a little way forward, and I note you are now awaiting further news from Hong Kong on the proposed War Graves Agreement.
2. If I may enlarge upon the question of managing our affairs in Hong Kong directly, (your para 4 refers), our intentions would be to utilise a locally engaged group supervisor. He would manage the team of gardeners under supervision from technical and administrative officials based in this Head Office, who would periodically visit Hong Kong to inspect, train and take up any particular problems. The group supervisor would be responsible for the day to day management of the staff and for local budgetary control, through a local bank account which would be funded from the UK. Under his delegated authority he would also be responsible for arranging local contract work. The Commission would also seek assistance, whenever necessary, from any of the diplomatic missions set up by our member governments in Hong Kong and would, of course, continue to brief them on the work being carried out on behalf of their governments.

Turning to another matter, I would like to clarify one point in connection with the Deeds of Appropriation. If for any reason it transpires from the Land Commission that there could be a difficulty over these we would as you will appreciate, wish to be consulted before any further action, such as conversion to leases, is initiated.

With regard to the Public Health and Urban Service Ordinance, our Legal Adviser and Solicitor will now take up the correspondence with Clement Mak, and will, as requested, send this to you for onward transmission.
