Thank you for your letter of 16 October 1990 and especially for your reassurance over the matter of Deeds of Appropriation.
2. We did indeed have useful talks with James So and, as you say, he has undertaken to assist us to explore the possibility of certain legislative action to improve the CWGC's position in post 1997 Hong Kong.
3. I should, perhaps, just add that whilst we accept the advice that to push for a full War Graves Agreement at this moment may not be productive, we regard this an option that remains open to us to follow at some later date should it seem appropriate.
