The ILO Convention is indeed extended to Hong Kong without modification. The International Labour Adviser (ILA) has now seen and approved the draft letter to the Union of Communication Workers. On the advice of the ILA, I have also cleared the draft with the Hong Kong Government, to whom the ILO has written on the same issue. Hong Kong Government are content with the draft as it stands (and it is consistent with their proposed reply to the ILO).
I would be very grateful for your final comments with a view to sending the letter to the UCW before the end of this week.
