On a point of detail, you will note that the telex contains reference to Article 9.1 of the International
Telecommunication Regulations which have not yet come into force and are not expected to do so until 1 July 1990. While this statement is strictly correct, it should be noted that "special arrangements" are made pursuant to Article 31 of the International Telecommunication Convention (Nairobi 1982) which of course is still in force.
